In my own personal opinion/speculation the biosecurity state and curation of genetic lineage for imperial/racist purposes is half the story. The other half is transhumanism - see Julian Huxley (brother of Aldous) friends with Jesuit Teilhard de Chardin. It's about trying to stop a critical mass event that leads to the next stage in our evolution, a new faculty of perception or state of being, one that would render the entire global system obsolete. The goal therefore is to put an electronic straightjacket on our physiology, binding us to machine and preventing a natural evolutionary occurrence. Electricity is the key to all of this (read 'Invisible Rainbow', Electric Universe theory, Nikola Tesla, Viktor Schauberger).
